There is the sense of viewing the bones of a once majestic creature that is slowly submerging in the water. The nature of the clouding along with the toning really adds to the visual impact of the picture for me.

I thought I'd commented on this yesterday.
This is fantastic. The water looks like long exposure blur but I can't imagine a gull staying in place so long and the sky doesn't suggest it would be calm enough for fog. It looks apocalyptic.
