That horizontal emphasis brings a sense of quiet over the image, reinforced by the long-exposure soft water. (I'm not a big fan of soft water but it works well here.) The only nit I have is that the jetty is the central focus of the image, and it's not terribly compelling. No question that it works well within the composition though. I like the quality of the light, the muted nature of the colors that you captured in the setting, and the softness of the water with that softness working to complement the clouds overhead.
