Whatcha-Ma-Call-it + Thing-A-Ma-Jig

Here are two pieces of CNN's maintenance equipment. The one on the left I know is used for melting snow and ice around switching tracks but I'm
puzzled as to the other one. Would anyone have any ideas as to the one on the right?

As near as I can guess this is a Hydraulic Switch Tamper. A tamping machine or ballast tamper is a machine used to pack (or tamp) the track ballast under railway tracks to make the tracks more durable.
